The ADB-funded Resilient Urban Evacuation Centers Project in Port Vila enhances disaster preparedness by constructing multipurpose shelters resilient to Category 5 cyclones and earthquakes. These facilities double as community centers during non-emergency periods, promoting safety, local engagement, and economic growth while fostering urban resilience aligned with Vanuatu’s climate and disaster challenges.

Our Solutions

BildBeta supported two local construction companies in establishing a Joint Venture to tender for the project. The assistance involved preparing all necessary documentation, aligning with ADB’s strict tender requirements, and ensuring compliance with technical, financial, and operational standards:
• Drafted key documents, including the Joint Venture Agreement, Statement of Intent, and authorization letters.
• Prepared financial and technical submissions, such as Historical Financial Performance, Contracts of Similar Nature, and BoQ summaries.
• Developed the Technical Proposal, covering programming of works, schedules, quality assurance, and safety and environmental management plans.
• Provided detailed personnel and equipment plans, including resumes for roles like Project Manager and Site Supervisors.
• Ensured compliance with ADB requirements, including gender awareness and environmental charters, while leveraging local expertise.
